for a friend who can not speak very good english (mine isn't perfect either ...) , I'm looking for some info about this items ;

I guess these are US Independance War public loans ?
Were they issued by the indepandantists or by the Crown ? (or both , one is in Shilling , second in Dollars ...)

Have you got any idea of their worth ?

Are they still refoundable ?!!
With inerest of 5% a year since since March 1784 , will be a lot of money by now !!
