Hello Eagc1397
I see you have been on Delcampe since last August, and you have over 1200 items listed, you should have been able to find answers to your questions by now I think, I myself hve only been here a short time but Ill do my best to answer your questions, Iv just logged into my own moneybookers account with no problem and no mention of downtime, you do have to give your email, the correct password you logged with them and the turning number stated on the login form,

There is a Disputes resolution link on your control panel through which you can contact Delcampe regaring unpaid items and so forth, also under My Delcampe Fees in your control panel there is a Unpaid items link

I cant help you regarding the red symbols as Iv not encountered them myself so far

Hope this might help
Kindest Regards

Moneybookers is based in the UK and has some unique laws that it is required to adhere to regarding Online money transactions.

My account was "locked" twice last year in order to meet UK law requirements regarding validation of identity.

If you go into your money bookers account and try to withdrawal money it will say your account is frozen. If you then click on the links on that page you will get a page asking you for more ID information.

You can provide the information by email (The easiest way) or by regular mail.
They are required to have up to date national or State IDs of the sellers on file by UK law.

I think this info is required to be validated yearly.

They will also do occasional "frozen" account re verification of info on set values of money transactions through your moneybookers account. All of this is to ensure you are in fact who you say you are and that you are not money laundering.

It is a bother. But they are required to do it. If you have questions, follow the links on the moneybookers page and call them direct.

I did this the first time they "froze" my account. The girl I talked to was clear & to the point. Within 24hrs after sending the required info, my account was back to normal.

People who do not pay.

Use the system on Delcampe within the first month for disputes.

Only give them three or four days at that point to pay.

Ask for your fees back from Delcampe if they do not pay at that point. That lets Delcampe know they have a problem buyer.

Leave Negative Feedback (Add a note that you will change it to neutral if they pay within 3 days)

Put them on your blocked bidder list. Send them an email telling them they will stay on that list until item is paid for AND that you will share their non payer status with other sellers on Delcampe.

That is all you can really do under the present system.

I do think as well; that there should be an automatic system so that any bidder who is reported to Delcampe (By the asking of fees to be returned) should be blocked from using the site for a set number of days.

Say:

3 non payments fees return requests against a buyer in 30 days = 30 Days blocked

5 non payment fee return requests against a buyer in 90 days = 90 days blocked

>5 non payment fee return requests against a buyer in any six month period = 180 days blocked

10 or more = permanently blocked

Thanks for your detailed answers.
I have sent all the information that Moneybookers requested about 2 weeks ago but it is still locked. I find that Moneybookers are not very helpful even at answering E-mails. You would think that they would like to keep all there customers happy.
Non payments, I will try some of your suggestions but I think that Delcampe should have some sort of regulation on non payments. I notice that some people have numerous poor ratings.
Thanks for your trouble.
