Stationery envelope sent from Pernambuco to a Congressman in the National Congress in Rio on 17/FE/1891, with rare arrival cancel on back: "CORREIO DO CONGRESSO NACIONAL" 24/FE/1891, DAY OF THE PROCLAMATION of the 1891 Constitution, the first one of the Republic, in which it was indicated that the Parliament would be called "CONGRESSO NACIONAL". With some defects, but very rare!
